Brasov was not since the beginning the capital of Tara Barsei. The communities Cristian and Vulcan were under the jurisdiction of Rasnov, and the villages Halchiu, Rotbav and Maierus under Feldioara’s administration. Along with Rasnov and Feldioara, the communities of Prejmer and Codlea as well had the right to intervene in penal controversies and even to decide the capital punishment. It was only gradually that Brasov became the capital of Tara Barsei.
Especially Codlea was challenging Brasov’s primacy. The legend goes that, in order to put an end to this controversy, the two communities decided to held a fair in the same day, in both localities. The locality in which the fair day should the most crowded would become the capital. As there were many gorges and passes in the surroundings of Brasov, much more people rushed towards Brasov, which is the capital ever since. Codlea’s coat of arms is very similar to Brasovs’s one, only that the tree trunk has less roots and on both sides there is a star.
